Lawmaker Proposes Phone Ban Bill

A lawmaker in Vermont has proposed a state bill that would ban cellphone use for anyone under 21. 

Democratic Senator John Rodgers's legislation includes a punishment of up to a year in prison or a one-thousand-dollar fine for any rule breakers. 

The senator says fatal car crashes and cyber-bullying proves that young people are too immature to use cellular devices, which can be as dangerous to them as firearms, cigarettes or alcohol. 

Rodgers doesn't expect the law to pass, but claims he made the proposal to prove a point about modern society.
